Position Summary

The Deputy Program Manager will provide daily program oversight, operational coordination, and quality control for the County of Maui’s CDBG-DR Housing Recovery Programs. This position ensures the timely delivery of reconstruction projects, compliance with all applicable federal, state, and local regulations, and alignment with program objectives. The Deputy Program Manager supports the Program Manager in managing multiple construction and rehabilitation projects, coordinating interdisciplinary teams, maintaining compliance documentation, and serving as a key liaison among contractors, program staff, and stakeholders.

This role is central to the program's success, balancing strategic leadership with day-to-day execution to ensure the effective, compliant, and transparent delivery of all housing reconstruction activities.

Key Roles and Responsibilities

Program Management & Oversight

  • Assist the Program Manager in implementing program operations and ensuring adherence to CDBG-DR requirements.

  • Oversee daily construction management activities for assigned projects, including scheduling, permitting coordination, contractor performance monitoring, and closeout processes.

  • Lead the development, maintenance, and implementation of program management systems, dashboards, and performance tracking tools within program reporting platforms.

  • Coordinate cross-functional teams to ensure design, construction, permitting, inspection, and compliance activities are synchronized and milestones are achieved.

  • Monitor program progress, budgets, and deliverables to identify variances and recommend corrective actions.

  • Participate in weekly and monthly program review meetings with stakeholders.

Compliance & Quality Assurance

  • Review project documentation, payment requests, and change orders for accuracy and compliance.

  • Oversee certified payroll submissions and monitor labor standards compliance, escalating issues as necessary.

  • Ensure that all construction inspections, reports, and documentation meet required quality standards and timelines.

  • Support the preparation of compliance and closeout packages for County and HUD review.

Leadership & Coordination

  • Supervise and coordinate the work of Project Coordinators, Inspectors, and Labor Standards Analysts assigned to the program.

  • Assign tasks, evaluate workload distribution, and monitor individual and team performance to ensure efficient execution.

  • Identify potential risks and develop mitigation strategies to maintain progress and budget control.

  • Serve as acting Program Manager when delegated.

  • Foster a collaborative, mission-driven work environment that promotes accountability and transparency.

Stakeholder Communication

  • Serve as a primary/secondary point of contact for daily coordination with Maui representatives, contractors, and other stakeholders.

  • Prepare and present monthly progress reports, performance summaries, and issue logs.

  • Ensure timely communication of risks, delays, and corrective measures to leadership.

  • Promote a customer-service-oriented approach in all interactions with the public, clients, and team members.

Qualifications and Experience

Minimum Requirements

  • Bachelor’s degree in Construction Management, Civil Engineering, Project Management, Public Administration, or related field.
    An associate degree with substantial experience may be considered.

  • Minimum 5 years of project management experience

  • Proven track record managing multiple construction projects from pre-development through closeout.

  • Demonstrated knowledge of construction scheduling, budgeting, and contract administration.

  • Strong familiarity with program management principles, including workflow management, task tracking, and team supervision.

Preferred/Desired

  • Experience with HUD CDBG-DR or CDBG-MIT programs, or similar federal grant programs.

  • Experience in construction compliance, housing reconstruction, or disaster recovery programs.

  • Experience working in coordination with public agencies and consultants.

  • Proficiency in construction/project management software and Microsoft Office Suite.
